KNM Education System in the Netherlands: Quick Guide

The Dutch education system is a frequent topic in the KNM exam. Questions often present a family scenario and ask which school type or support service applies. Understanding the structure from primary school through higher education will help you answer confidently.
Compulsory Education (Leerplicht)
In the Netherlands, children must attend school full-time from age 5 until age 16. This is called leerplicht. Although school is compulsory from 5, most children start at age 4 in group 1 of primary school. After turning 16, students must remain in some form of education or training (kwalificatieplicht) until they turn 18 or obtain a basic qualification (a HAVO, VWO, or MBO level 2 diploma).
Primary School (Basisschool)
Primary school serves children from ages 4 to 12 and runs from group 1 through group 8. In the final year (group 8), students take the eindtoets, commonly known as the Cito toets. This standardized test, combined with the teacher’s recommendation (schooladvies), determines which level of secondary school the child will attend. Primary education is free in the Netherlands, though parents typically pay for school materials, outings, and voluntary contributions (ouderbijdrage).
Secondary School (Middelbare School)
After primary school, students enter one of three main tracks. VMBO (voorbereidend middelbaar beroepsonderwijs) takes 4 years and prepares students for vocational education at MBO. HAVO (hoger algemeen voortgezet onderwijs) takes 5 years and prepares students for applied universities (HBO). VWO (voorbereidend wetenschappelijk onderwijs) takes 6 years and prepares students for research universities (WO). Students can sometimes move between levels if their performance warrants it.
Higher Education
MBO (middelbaar beroepsonderwijs) offers vocational training at four levels, with level 4 being the highest. Students typically enter MBO after completing VMBO. HBO (hoger beroepsonderwijs) is applied university education and leads to a bachelor’s degree. Students enter HBO after completing HAVO or MBO level 4. WO (wetenschappelijk onderwijs) is research university education, offering bachelor’s and master’s degrees. Students enter WO after completing VWO. The Netherlands has well-known research universities such as the University of Amsterdam, Leiden University, and TU Delft.
Special Education and School Support
Children with learning difficulties, disabilities, or behavioral challenges may attend speciaal onderwijs (special education). Schools also organize oudergesprekken (parent-teacher meetings) several times per year where parents discuss their child’s progress with the teacher.
DUO and Student Finance
DUO (Dienst Uitvoering Onderwijs) is the government agency that handles student finance (studiefinanciering). Students in MBO, HBO, and WO can apply for loans and, depending on their situation, a supplementary grant. DUO also manages the registration and results for the inburgering exams, including KNM.
