KNM Government Services in the Netherlands: Quick Guide

Understand the main Dutch government services and when to use them for KNM scenarios.

A large portion of KNM questions test whether you know which government organization to contact for a specific situation. The Netherlands has clearly defined institutions, each with their own responsibilities. This guide covers the ones you are most likely to encounter on the exam.

Gemeente (Municipality)

The gemeente is your local government and often your first point of contact. When you arrive in the Netherlands, you must register with the gemeente in the Basisregistratie Personen (BRP). The gemeente also handles passport and ID card applications, birth and marriage certificates, and reporting a move to a new address. Through the WMO (Wet maatschappelijke ondersteuning), the gemeente provides support for people who need help with daily living, such as home modifications, household assistance, or mobility aids.

DUO (Dienst Uitvoering Onderwijs)

DUO manages the inburgering exams, including KNM, ONA, and the Dutch language exams. You register for exams through DUO, check your results there, and monitor your inburgering deadline. DUO also handles studiefinanciering (student finance) for students in MBO, HBO, and WO programs. All DUO services are accessible online using DigiD.

UWV (Uitvoeringsinstituut Werknemersverzekeringen)

UWV handles employee insurance schemes. If you lose your job involuntarily, you apply for WW-uitkering (unemployment benefits) at the UWV. UWV also manages the Ziektewet (sick pay for certain workers without an employer) and WIA (disability benefits for long-term inability to work). UWV operates the werk.nl job portal where you can register as a job seeker.

Belastingdienst (Tax Authority)

The Belastingdienst collects taxes and administers toeslagen (allowances). The main toeslagen are: zorgtoeslag (healthcare allowance), huurtoeslag (rent allowance), kinderopvangtoeslag (childcare allowance), and kindgebonden budget (child-related budget for families with lower incomes). You apply for toeslagen through the Belastingdienst/Toeslagen website using your DigiD. Every year, you must file a belastingaangifte (tax return), usually before May 1.

SVB (Sociale Verzekeringsbank)

The SVB handles national insurance benefits. The most important ones are: AOW (Algemene Ouderdomswet, the state pension for people reaching retirement age), kinderbijslag (child benefit, paid quarterly for every child under 18), and Anw (Algemene nabestaandenwet, survivor benefits for partners of deceased persons). You do not need to apply for kinderbijslag separately if your child is registered at the gemeente — SVB contacts you automatically.

DigiD

DigiD (Digitale Identiteit) is your digital identity for accessing all government websites. You request a DigiD online at digid.nl, and an activation code is sent to your registered address by post. You need DigiD for nearly every government interaction: filing taxes, applying for toeslagen, checking exam results at DUO, and logging into MijnOverheid.

Other Important Institutions

Rijksoverheid.nl is the official website of the Dutch national government. It provides reliable information on laws, regulations, and government policy in plain language.

IND (Immigratie- en Naturalisatiedienst) handles immigration matters, including residence permits (verblijfsvergunning), asylum applications, and naturalization (becoming a Dutch citizen).

Politie (Police) can be reached at 112 for emergencies (fire, crime in progress, medical emergency) and at 0900-8844 for non-urgent matters such as filing a report for theft or lost property.
